With over 20 years of executive leadership in public policy, transportation, housing, urban development, and strategic advisory roles in both the United States and Africa, Global Urban Solutions founder and managing principal Theo Ngongang-Ouandji brings a unique blend of government management experience, policy design expertise, and consulting discipline that aligns directly with the company’s mission.

A public policy expert with proven success in providing overall leadership to a 400-person department and managing multi-million dollar operating and capital budgets (e.g., $300M Operating and $60M Capital budgets for various city agencies, Theo is also an expert in federal grants administration, project coordination, and policy development, including securing a $50M Infrastructure Investment for transit improvements.

Theo has managed strategic policy development, capital budgeting, legislative coordination, and interagency negotiations. He managed high-performing teams, improved governance and operational systems, and implemented reforms that required alignment across agencies and political leadership Throughout his rich career, he led teams of planners, engineers, community liaisons, and project managers, and represented Cities at national and regional forums, strengthening his ability to manage complex technical programs, translate data into actionable strategy, and guide senior officials through decision-making processes.

A graduate of Harvard University’s Kennedy School of Government with a Master in Public Administration (MPA), Theo holds a Master in Urban Planning and Town Management (DESS) from Université de Paris-XII Creteil - Val de Marne (Institut d’Urbanisme de Paris) and a Bachelor in Architecture (Diplome d’Architecte DESA) from Ecole Speciale d’Architecture in Paris, France. He serves on numerous boards and is a graduate of the Greater Baltimore Committee’ LEADERship program class of 2014.

Drawing on the United Nations’ Sustainable Development Goals (SDGs) adopted in 2015, including Goal #11- Make cities and human settlements inclusive, safe, resilient and sustainable -, and given the multiple challenges facing many cities and towns across the globe (lack of adequate housing supply, absence or scarcity of basic services such as water, electricity, sanitation and adequate road/infrastructure or efficient public transportation, rise of congestion and air pollution levels), professionals from the fields of architecture, urban planning, civil engineering, transportation and public works infrastructure got together to address those challenges.
